Born in Dresden in the former East Germany. Meissner paticipated in both circuit racing and rallying. We drove a Moskwitsch 408 IE and 412 in rallies in East Germany between 1977 - 1979, however the Moskwitsch was not exactly high tech or fast and so Meissner switched to hill climbing in 1980 with an HTS. The following year having obtained his circuit racing licence he took to the tracks of East Germany (Saxonia Ring, Frohburg and Brno) and raced throughout the 80's. He also did stunt work for GDR Television. Retired from racing in 1989.
